Describe the waste before requesting collection
State the categories, approximate quantities, containment arrangement and any relevant characteristics identified by the vessel. Keep different categories distinct rather than grouping them into a single estimate. The responsible parties need enough information to assess whether the proposed facility and transfer method are suitable.
IMO describes adequate port reception facilities as important to implementing MARPOL and provides guidance for facility users and providers. Its guidance includes advance notification and delivery-record formats. Those resources offer a framework; they do not establish that a particular local provider can receive a particular waste stream.
Confirm the actual receiver’s capability
Ask the responsible provider to confirm the categories it can accept, the receiving location and the documentation it will supply. Obtain the relevant local confirmations for the assignment. Do not assume that acceptance of one category implies acceptance of every other material aboard.
Where capability is unconfirmed, keep the request provisional. The shipboard inventory and the shore acceptance should describe the same materials. Resolve an inconsistency before arranging dispatch or transfer, when there is still time to consider an appropriate alternative through the responsible parties.
Align the transfer with the port call
Identify the vessel’s expected position, access arrangement, proposed timing and onboard contact. Check the interaction with cargo work and other attendance. The transfer should follow the applicable vessel and provider procedures; a scheduling coordinator should not improvise handling instructions.
An illustrative call might require collection in a different window after a berth change. Record who receives that change and who reconfirms the receiving arrangement. An earlier acceptance message is not enough if the location or practical transfer conditions have materially changed.
Keep a complete handover record
Agree how the delivered quantities and categories will be acknowledged. Connect the delivery record to the initial request and note exceptions. If part of the requirement remains outstanding, identify the responsible contact and next action rather than treating a partial collection as completion.
